Dear Breeders Cup Horsemen and Horsewomen -  

 

The 2023 Breeders Cup World Championships Horsemen s Information Guide (HIG) is available online and can be accessed here.  

 

There will be 23 races offered over the Breeders Cup World Championships on November 3-4 at Santa Anita Park. The 14 Grade I Breeders Cup World Championships races and a robust undercard total over $31 million in purses and awards. 

 

Undercard 

In addition to the Championships races, there will be eight undercard races, including five stakes, with undercard purses totaling $1.35 million. Nominations for the undercard stakes will close on October 26, 2023 with the Santa Anita Racing Office.  

 

Please note that there will be no Lasix administration for 48 hours prior to all races on November 3 and 4, this includes all undercard races. All races will be run under HISA s Anti-Doping and Medication Controls (ADMC) Program.  

 

Travel money is available for undercard horses shipping into California, please contact the Santa Anita Racing Office for more details on the undercard conditions and travel.  

 

 

Stabling & Shipping 

Stabling Arrival  

All North American Breeders Cup runners must arrive at Santa Anita Park for a mandatory security check-in no later than 11:00 a.m. PT on Tuesday, October 31, 2023.  

 

All international Breeders Cup runners must arrive at Santa Anita Park no later than 10:00 p.m. PT on Sunday, October 29, 2023.  

 

Equine Shipping 

Breeders Cup has arranged two FedEx charter planes for North American equine travel; Newark, NJ to Ontario, CA on October 29 and Louisville, KY to Ontario, CA on October 30. To book equine air travel, please contact your Tex Sutton representative to make arrangements on one of the charter aircrafts or other scheduled aircraft.  

 

All North American based horses stabled outside of California that start in a Breeders Cup race will receive a $10,000 shipping stipend which may, at the discretion of BCL, be paid directly to the shipping agent. 

 

All international based horses that start in a Breeders Cup race will receive a $40,000 travel allowance.  If you need to book international equine travel, please contact the official Breeders Cup Shipping Agent, Chris Santarelli with Mersant International to reserve a space on the official international charter aircraft.  Chris can be reached at (917) 561-2890. 

 

Workmen s Compensation 

The California Horse Racing Board (CHRB) requires a signed, written binder of workers compensation or a certificate of insurance verifying proper coverage is filed before a trainer, owner and/or stable employee s license can be issued, or a horse permitted on the grounds. See page 49 of the Horsemen's Information Guide for more details. International and out-of-state coverage is acceptable.  All such coverage must be endorsed and notarized with wording that specifies coverage is provided within the State of California.  

 

Important: Please begin your application at least three weeks prior to your arrival to ensure timely approval. All out-of-state and international policies must explicitly state the following: covers all racing operations in California.  

All certificates must have the following racing codes: Racing Operations 8631, Jockeys 8278. 

 

There will be no exceptions. Non-compliance with the insurance requirement will result in the horse being scratched.  No licenses will be issued without proof of insurance.

Step-by-Step instructions for those individuals who do not already have a workers compensation insurance policy in their state or country that adhere to the rules above.  

1. Fill out the Information Request Form and the Prospective Post Time Self Insurance Group Form from Post Time Self Insurance (forms can be downloaded here: https://members.breederscup.com/documents/championships/PostTimeInsuranceForms.pdf) 

2. Email completed forms to Allie Rodriguez (allie@flsig.com) or Yelise Romo (yeliser@sigsolutionsca.com) at Post Time Self Insurance Group.  

3. The cost of insurance is $1,000 (US) plus an additional $500 application fee if it is a new application, and can be paid by credit card or check, make check payable to Post Time Self Insurance Group.  

4. Send check and application by courier/express post to Post Time Self Insurance Group, see address above. 

 

Licensing 

All participants are encouraged to start the licensing process with the CHRB prior to arrival at Santa Anita. All owners, trainers, jockeys, grooms, exercise riders and others acting in any capacity within the stable area, or anywhere at Santa Anita Park, are required to procure the appropriate license or licenses and pay the fees required. The Breeders Cup Condition of Integrity is in full effect for the 2023 Breeders Cup World Championships.

  1. If any connection of a pre-entered horse has been notified by a regulatory body, racetrack, or racing association (i) about a pending or potential anti-doping or medication control violation involving the connection, or (ii) that such connection is currently banned, ejected or denied from participating in racing in its jurisdiction or facility, such connection must immediately report the same to Breeders Cup. 
  2. BCL may, in its sole and absolute discretion, declare ineligible any horse in any BCWC race if any connection (e.g., owner, trainer, jockey) of such horse has engaged in any conduct that is unlawful, unethical or may otherwise compromise the integrity or reputation of the BCWC.

We are very much looking forward to bringing together the best Thoroughbreds, owners, breeders, trainers, and jockeys from across the globe to compete in the 2023 Breeders' Cup World Championships November 3-4 at Santa Anita Park. This elite international event would not be possible without individuals like you, whose exemplary dedication and commitment to the sport inspires us all.   

 

Please carefully read the notices below if you plan to participate in the 2023 Breeders' Cup World Championships, which will be run in accordance with the current rules and regulations of HISA, HIWU, and the State of California as promulgated by the CHRB and Santa Anita Park. Please note the updated Breeders' Cup Limited rules listed below in effect for the 2023 World Championships:  

 

Breeders' Cup Condition of Integrity

Prohibited Substances and Methods and Penalties for Covered Persons 

Breeders Cup is proud to support the national rules of the Horseracing Integrity and Safety Authority, Inc.  ( HISA ) and its Anti-Doping and Medication Control ( ADMC ) Program, which prohibit the use of certain substances and methods and provide for uniform results management for alleged Anti-Doping and Controlled Medication rule violations.  Responsible Persons are strictly liable for any Banned or Controlled Medication substances or methods in relation to his or her Covered Horse(s).  For violations of the ADMC Program, sanctions include: disqualification; suspension; period of ineligibility, up to and including a lifetime ban; fines; and forfeiture of purses, prizes, trophies, points, rankings, and all other compensation.  For repeat offenders or in cases where aggravating circumstances are present, Covered Persons may be subject to increased periods of ineligibility and additional fines.  Please review the ADMC Program rules carefully, available here: https://hisaus.org/regulations 

Breeders' Cup Out-of-Competition Testing 

Breeders Cup eligible or nominated horses are subject to out-of-competition testing. Sampling and/or testing may be performed by HIWU or by international regulatory authorities in cooperation with HIWU, or by any delegee of the foregoing. This testing will be in accordance with the Horseracing Integrity and Authority, Inc.'s (HISA) rules. The Breeders' Cup OOC testing will be performed by The Kenneth L. Maddy Equine Analytical Chemistry Laboratory at UC Davis or such other laboratory or laboratories as the Horseracing Integrity and Welfare Unit (''HIWU'') may direct. All routine testing meets or exceeds the protocols established by HISA and/or HIWU, and is required by Breeders' Cup World Championships to ensure that the highest possible level of testing is performed on all samples and to preserve and protect the integrity and reputation of the Championships. HIWU or its designee conducts OOC testing in accordance with HISA rules, expressly incorporated herein as the same may be now or hereinafter in effect, including HISA Rules 3132 (Authority to test), 3135 (Ownership of Samples), and 3137 (Purpose of Sample Analysis). 

         Updated Minimum Entry Qualifications for Breeders' Cup World Championships Runners  

 

Breeders' Cup World Championships Eligibility Rule:  

 

First time starters will not be allowed to pre-enter any BCWC race. All pre-entered horses must have made at least one official start in a Thoroughbred race.  

 

All starters must have made at least one official start between January 1, 2023, and the pre-entry deadline of Monday, October 23, 2023, before being allowed to pre-enter and a horse may not have turned 10 years old officially as of January 1, 2023.  

 

The following is for any 3-year-old and older horse that has broken its maiden. Any horse that has started for $15,000 or less and has not won for $20,000 or more in the previous two (2) years or has not finished second, third, fourth or fifth for $20,000 or more since running for $15,000 or less is not eligible to be pre-entered, to be entered or to run in a Breeders' Cup World Championships race.  

 

The following is for any maiden 3-year-old or older, which has started in a Maiden Claiming race of $32,000 or less. Maidens that have started in a maiden race of $18,000 or less will not be eligible. Maidens that have started in a maiden race of $32,000 or less at ANY TIME and have not finished second, third, fourth or fifth in a maiden race greater than $18,000 within their last four starts will not be eligible. Horses must start in at least four maiden claiming races for this rule to apply.
